Gateway business leaders will meet
Thursday, May 11, will be the last membership meeting of the Gateway Area Business Association before the annual celebration known as Fun-O-Rama. Volunteers will have one last chance to sign on to help out with this major community event that includes a golf tournament, parade and community fair.

The meeting will begin at 11:45 a.m. at JJ North’s Grand Buffet, 10520 N.E. Halsey St.

Get in on design of new park
There is a new park in the works, and you can have a say in its design and use. A planning meeting for the proposed Hazelwood Hydro Park, Northeast 117th Avenue and Holladay Street, on Thursday, May 11 from 6 to 7:30 p.m.

Progress in Parkrose and cruise-in on agenda
The Parkrose Business Association monthly luncheon is Thursday, May 18, at Steamers Restaurant, 8303 N.E. Sandy Blvd. Bryan Ableidinger will provide an update on the Parkrose Hardware development project.

During the buffet luncheon, members will receive updates on the 5th Annual Cruise-in that benefits the PBA Scholarship Program and Parkrose community enhancement projects. Networking opportunities begin at 11:30.

State leaders schedule public meeting
On Saturday, May 20 at 10 a.m., House Democratic Leader Jeff Merkley and Secretary of State Bill Bradbury will hold a public forum at Floyd Light Middle School, 10800 S.E. Washington St. They want to hear your views on cutting wasteful spending and increasing government accountability. They want to know what you think about giving state agencies incentives to find savings and giving the money to our schools, increasing funding for more government agency audits by the secretary of state, eliminating wasteful tax loopholes, and banning gifts from lobbyists to our elected officials. This is your chance to share your opinions on these subjects and any other that concerns you.

Chamber members and guests party down
The East Portland Chamber of Commerce has scheduled an evening social event as well as the regular weekly networking meetings during May.

On Thursday, May 18, chamber member Nancy Chapin of The Support Group will host an “After Hours” social from 5:30 to 7 p.m. at The Pizza Baron, 2604 S.E. 122nd Ave. Chamber members and guests are invited.

Each Wednesday morning, from 7:30 to 9:00, a different chamber member hosts a “Good Morning East Portland” networking meeting. The meetings are free, and guests are welcome.

Diane Nudelman of Advance Promotions, will host on May 3 at Hollywood Wine & Espresso, 4075 N.E. Sandy Blvd. The May 10 meeting will be at Izzy’s Pizza, 8302 S.E. Bush St. John Turino, of Farmers Insurance, will host on May 17 at ExecuTech Suites, 5933 N.E. Win Sivers Dr. Be at The Heights at Columbia Knoll, 8320 N.E. Sandy Blvd. on May 24 when Connie Formasi is host. Finish out the month with Tonya Christopher of Cingular Wireless, 9728 S.E. Washington St. on May 31.

Training offered on basics of city of Portland land use and development review process
A free workshop on the ABCs of Land Use will be held on Saturday, May 6. Participants will learn about the city of Portland’s planning and land use review processes so they may be better-informed advocates for their neighborhoods and communities. The workshop will take place from 9 a.m. to 1 p.m. at East Portland Community Center, Multi-purpose Room located at 740 S.E. 106th Ave. The event is co-sponsored by the city of Portland Office of Neighborhood Involvement, Bureau of Planning, Bureau of Development Services and East Portland Neighborhood Office. The workshop is free and open to the public, but you must register in advance. Space is limited to the first 35 who register.

The workshop will cover topics such as what are Land Use Reviews? What’s the difference between Type I, Type II, IIx and Type III review procedures? How do I read and respond to a Land Use Review notice that comes in the mail? Participants will take part in a hands-on exercise applying approval criteria and responding to typical land use case scenarios. You’ll get a chance to meet fellow land use activists involved with similar issues in their neighborhoods. Presenters include Barry Manning from the Bureau of Planning, Jackie Phillips and Fabio de Freitas from the Bureau of Development Services.

City remodeling program to be topic at Development Services lunch meeting
Lunches in downtown Portland can be very informative. Each month the city of Portland Bureau of Development Services hosts a “Lunch and Learn Brown Bag Session.”

On Friday, May 12 from noon until 1:30 p.m., learn about the Field Issuance Remodel Program. A description of the FIR Program and its purpose will be offered. Discussion will include the scope of work covered by the program, who is eligible, what responsibilities come with participation and the cost involved.

This is a free event open to the public. Pack a lunch and join BDS staff at 1900 S.W. 4th Ave., Room 2500 A, to get the low down.

BDS announces public hearing on land use issues
The city of Portland Bureau of Development Services will hold a public hearing on Friday, May 12 at 4:30 p.m., at its offices at 1900 S.W. 4th Ave., Suite 2500 A, to give the public the opportunity to comment on a pair of rule changes.

First is a proposal to simplify the notification process for Final Land Division Decisions (Plats) as it relates to Title 33.63. In 2005, during the 73rd Legislative Session, HB 2356 was passed mandating that either approval or denial of a subdivision plat or a partition plat is not considered either a land use or limited land use decision. This determination nullifies the need for additional notification before the city makes these types of decisions and puts current Title 33 provisions inconsistent of the state law. As a result, on March 8, 2006, city council modified Title 33 by Ordinance Number 179980, to bring the city law into conformance with the state law and is removing all references to approval or denial of a subdivision plat or a partition plat from the requirements of a land use decision. Ordinance Number 179980 became effective on April 22. Because BDS believes that it is important to let members of neighborhoods know which subdivisions or partitions are being approved or denied, BDS is proposing within this rule a simplified notification process.

Second is a proposal to establish guidelines for the administration of certain fee charges, refunds and waivers in relation to the land use review process as it relates to Title 33.750.

The next quarterly meeting is set for Thursday, May 25, in the East Precinct Community Room, 737 S.E. 106th Ave., from 6:30 until 8 p.m.

In addition to regular brainstorming and information sharing portions of the meeting, Jeffery Bennett, a landlord attorney will address typical legal questions facing property owners.
