A look back at what was happening in February 1992

In February 1992 we reported on the roiling controversy surrounding then Portland City Commissioner Earl Blumenauer’s role in the Mid-County Sewer Project. Blumenauer is now our Third District Congressional representative.

The goal of the Mid-County Sewer Project was to provide sewer service to areas in Mid-Multnomah County, recently annexed to the city Portland, which had formerly been served by cesspools.

The main difficulty with the project, which began in 1986 and completed in 2001, was the number of people it had to reach. It provided sewer service to 54,000 properties, encompassing a 28-square-mile area. The construction, which was done by various contractors over the years, included building 394 miles of sewer line, six sewage pump stations and 13 major interceptors.

Despite how much there was to be done, the project was completed four years early and well under budget.

In this look back we also published an update on SnowCap Community Charities new Executive Director Judy Alley and how she was adapting to her position. Alley is still SnowCap Community Charities’ executive director. On SnowCap’s 25th anniversary in 1992, more than a half million people had been served by the organization.

Finally, Tower Records had just opened its new mega-store in the recently renovated Gateway Shopping Center at Northeast Halsey Street and 102nd Avenue. Tower continues to offer the latest in audio and video recordings.
