Outer Powell improvement plan begins

The Oregon Department of Transportation is about to commence construction on the Outer Powell Safety Improvement Project, a $5.5 million package of Improvements between Southeast 111th and 176th avenues.

As ODOT's Public Policy and Community Affairs Manager Shelli Romero and Project Manager Matt Freitag told the Portland Planning and Sustainability Commission last month, these include:

• New pedestrian crossings with flashing beacons at Southeast 119th, 141st and 156th avenues.

• Removal of obstacles on road shoulders to provide a consistent ten-foot walking zone for pedestrians. This includes some relocation of power poles.

• Extension loops on the signals at 122nd Avenue that sense when a car is approaching at a high rate of speed near the end of the green cycle - liable to run the light - and hold up cross traffic for a few additional seconds. This won't address the issue of reckless driving and lawlessness, Freitag conceded, but might prevent life-threatening crashes.

• New reflectorized collars on signal heads that make the lights easier to see.

• Signs saying, “Slow down, don't go around” on areas near bike lanes to discourage drivers from using the lanes to go around left-turning vehicles.

• Repair of curb ramps at corners.

Karen Fischer Gray, Parkrose School District Superintendent and a Commission member, told Romero, “I always appreciate your advocacy for us, Shelli."
