From Outlook Express, open the offending email.  You must actually open it, not just see it in the preview window.

Right click directly on the senders name in the "From" line, and choose "Block Sender".

Voila! All future emails from this sender will be blocked from reaching your Inbox

To view or edit the list of blocked senders, just go to the Tools pull down menu - message rules - blocked senders list.
