Park dedication set
It’s taken several years but the Wilkes neighborhood is finally getting a neighborhood park, thanks to the continued support of the area’s citizens. On Tuesday, August 3 at 6 p.m., Wilkes Park, Northeast 154th Avenue and Sandy Boulevard will be dedicated as part of the Neighbors Night Out celebration. The evening is planned as a joint celebration for neighbors living in either the Russell or Wilkes neighborhoods. Hamburgers, salads, watermelon and soft drinks will be served and prizes will be handed out throughout the evening. The 1.49-acre park features a playground, paved paths, benches, and a generous open lawn — basic park improvements but a wealth of recreation opportunities for those who have worked on the project.

Wilkes neighborhood activists lobbied the city ever since the area was annexed to the city and it was this activism that made the difference. The first step was taken in 1998 when the city acquired the site for a park. This was followed by the development of a master plan in 2000, led by Portland Parks and Recreation with the involvement of a citizen’s committee.

At that point, the park had a plan but no funding to turn the dream into reality. But fate intervened in August 2001, when a few neighborhood leaders organized the first ever Neighbors Night Out picnic at the then-undeveloped park site. Thinking that the event would draw 20 people at most, Alice Blatt and other picnic organizers were surprised to see over 200 neighbors show up.

One of the city staff who attended the event was so impressed that he notified Commissioner Jim Francesconi of the great turnout. With this tremendous showing of neighborhood support, Francesconi worked to find a way to fund the park’s development. His efforts resulted in an initial allocation of $50,000 which Portland Parks and Recreation used as seed money to pursue a State of Oregon grant. Vicky Kelly, one of the park’s supporters, accompanied city staff to make the grant presentation in fall of 2001. The state approved the grant, which initiated the process to prepare construction drawings. After a year of work on these drawings, ground was broken in 2003. This marked the final step in the long but successful road to the development of a community open space for all of Wilkes.
