The City of Portland Office of Neighborhood Involvement (ONI) and members of the Guidelines Review, Empowerment and Assessment Team (GREAT) will be present to listen to feedback, answer questions and take comments before final Council adoption in late June or July. Chapter 3.96 outlines the basic structure of Portlands neighborhood association system including the basic functions of neighborhood associations, district coalition offices, business district associations and the Office of Neighborhood Involvement. The GREAT committee - a taskforce of neighborhood and business association leaders - has been meeting over the past two years developing language that updates the existing City Code, Chapter 3.96. City Code for the Office of Neighborhood Involvement was last updated by City Council in 1987. In addition, the taskforce is simultaneously updating the ONI Guidelines, which provide more detailed structure for the neighborhood system. Draft completion of these Guidelines is not expected till the fall of 2003. Three public workshops have already been held to discuss both proposed code changes and changes to the ONI Guidelines. In addition, the group will review and answer questions about code changes that facilitate the moving of the Citys Residential Housing Inspections Program and Noise Control Program from the Bureau of Development Services to the Office of Neighborhood Involvement. This is a code enforcement transition that is necessary to correspond to Council adoption of the proposed 2003-04 fiscal budget that incorporates this program transfer. You can access the proposed code language changes, agendas and minutes for the GREAT committee relating to neighborhood system language changes at www.myportlandneighborhood.org/committees.html or by contacting Brian Hoop at 503-823-3075 or bhoop@ci.portland.or.us for copies of the proposed code language draft. Final language for the Residential Housing Inspections Program and Noise Control Program will be made available at the hearing. The site is wheelchair accessible and is located on the downtown bus mall. |
