Natural area restoration workdays
Friends of Trees invites everyone to join restoration workdays in urban natural areas throughout the Portland/Vancouver metro area between January and March 2004. Most of the plantings will be on Saturday mornings from 9 a.m. to 1 p.m. Two are scheduled for Sunday.

Volunteers are encouraged to come dressed for the weather. Friends of Trees staff and crew leaders will provide guidance, tools, and gloves. Directions to each planting site can be found on the planting schedule at www.friendsoftrees.org.

Sites to be restored that are nearest MEMO readers are: Brookside on January 17 at Southeast 111th Drive and Brookside Drive, and Powell Butte, February 14 and March 14 at Southeast Powell Boulevard and 162nd Avenue.

A Portland State University study released this fall indicated that while most urban cities have lost trees in the past three decades, Portland has increased its percentage of land covered by trees from 25.1 to 26.3 percent.

Planting trees improves our air and water quality, reduces stormwater management costs, and creates habitat for endangered fish and other wildlife. According to the Center for Urban Forest Research in Davis, California, each city tree we plant in the Northwest today will provide more than $1,000 dollars in net benefits during its lifetime.

Friends of Trees promotes community partnerships to plant, care for, and educate about urban trees in order to strengthen neighborhoods, create an ecologically healthy environment, and enhance the quality of urban life. .

It’s city budget time
Mayor Vera Katz and the Portland City Council invite you to get informed and involved. Once again, money is tight - your priorities about what services to preserve and ideas for where we can cut costs and services are important. Please join the Commissioners and Bureau Directors at one of the City of Portland Your City, Your Choice Community Budget Forums in January to discuss your priorities for services and the budget.

Forums will be held at the following locations, dates, and times:

Tuesday, January 20 from 6 to 8 p.m. at the NW Neighborhood Cultural Center, 1819 N.W. Everett St. Tri-Met Buses 17 and 20 serve this site. There is limited parking in a small lot and on the street.

Thursday, January 22 from 6 to 8 p.m. at Rose City Park United Methodist, 5730 N.E. Alameda St. Tri-Met Buses 71 and 12 will get you there. There is street parking and a parking lot available.

Tuesday, January 27 from 6 to 8 p.m. at Multnomah Arts Center 7688 S.W. Capitol Hwy. Take Tri-Met Bus 44. Parking is available in a large back lot.

Saturday, January 31 from 10 a.m. to Noon at Floyd Light Middle School, 10800 S.E. Washington St. Use Tri-Met Bus 20. There is a large parking lot.

Take a look at the current City budget online. Learn more about City financing by reading the new online “Guide to City Financing”. You are invited to send your questions by e-mail or take the online survey. Coming in January you will be able to explore the new capital improvement projects web pages. Plan to attend a budget forum in late January (listed above). Plan to attend or view on Cable Access City Net 30, the Mayor’s budget work sessions with the bureaus in March (the schedule will be posted on the web). Review the Mayor’s Proposed Budget in April and testify at a community hearing.

MEETINGS
Representing N.E. Portland, Maywood Park and Parkrose
State Representative, Jackie Dingfelder, along with Senator Avel Gordly and Representative Steve March, will host a Town Hall meeting on Sunday, January 10 from 10 a.m. to Noon at the Hollywood Senior Center, 1820 N.E. 40th Ave. The town hall is open to everyone and will be a great opportunity for constituents and legislators to meet and share opinions, concerns and ideas. The agenda includes brief introductory notes from the legislators, and then will turn to the audience for a question and answer period. The income tax surcharge and Ballot Measure 30 are sure to be discussed, along with any other issues that you wish to bring up. Light refreshments will be served. American Sign Language interpretation will be provided.

Steve March’s district, which extends between I-84 on the north, I-205 on the east, Southeast 60th Avenue on the west and Foster Road,

Dingfelder is available to make short presentations and discuss the outcomes of the last legislative session with constituents at neighborhood or business association meetings. “I value the input of concerned citizens and enjoy the opportunity to meet my neighbors from district 45” she says. Light rail update with lunch
The Gateway Area Business Association or GABA will meet Thursday, January 8 at 11:45 at JJ North’s Grand Buffet, 10520 N.E. Halsey St.

The featured speaker will be Kristin Hull, public involvement planner, Metro. She will update members and guests on the I-205 light rail project to include the project timeline, alignment, station and park-and-ride locations and upcoming decision-making processes.

Getting back to business
The Parkrose Business Association or PBA will kick off the New Year with a general membership meeting on Thursday, January 15 at Steamers Restaurant, 8303 N.E. Sandy. Get to know your neighbors in the New Year
Make one of your New Year’s resolutions a commitment to your neighborhood association. These dedicated groups are your link to city government and will work as advocates for your concerns.

The guest speaker will be Will Stephens from Portland’s Department of Transportation with information and answers to questions about traffic problems and solutions in the neighborhood.
